This is definately a missing feature in vanilla After Effects. Quite tricky to set it up in a practical way.

This template is also superior to the "Orientation -> Align to Path" - option, because that's only working on moving objects. (Snaps back to the original rotation value, once the movements stops)

For open ended cables I pre-comped all SubDivision layers and added some easy to use Caps, that will stay at the end of the cable for any trim factor:
